'Is this a bottom?'

It is possible Mish's often talked about deflationary forces well articulated by many over the years coupled with technology and globalization holding even with Keynesian economic policies on steroids hold rates down for an extended period of time? I have never found a satisfactory answer as to why rates remained so low coming out of World War 2 given how high the defecits were relative to GDP combined with the incredible rebuilding effort it took to rebuild Europe?
