Which is why I immediately followed up with "or even if they could be manufactured in any state but each state had its own separate specifications and rules for what types of cars could be built and what equipment they had to have and could not have". And why I said altering an insurance contract is a lot less onerous than manufacturing a different car. In fact I'm sure auto companies have different sales and financing contracts for each state they operate in.
