No, I don't think so. By SOP I don't mean to imply that its the only thing they do, but rather just that its something they do all the time. In a sense they are responding to market incentives. Perhaps not dollar incentives (although getting contributions is part of it), but incentives for power, popularity, and security in their position that Public Choice economics analysis as economic incentives. I think often this way of acting isn't even done fully consciously. Its not necessarily a conscious "I can screw the other guy and look good doing it" (although that happens as well).
