They are put in place to protect the public interest IN RESPONSE to real problems.

Or perceived problems, or the pressure of interest groups.

Even those put in place in response to real problems, still often amount to "tons of other regulations", that get in the way of tightly enforcing the more important regulations, and also impose a great cost.

I know a lot of senior government workers and they are extremely conscientious people. More public spirited than your average person....

I don't know about more public spirited, but I never said they where less.

Public spirited isn't the issue. The incentives they (and the people trying to influence them with contributions, votes, lobbying, demonstrations etc.) face are.
