Either the business is there, or it isn't. Its not so binary esp when your considering a whole nation. Some business is there, other business opportunities are reduced but can still be profitable with lower costs, other business will exist at lower prices... The lower taxes make the expected after tax return of investment higher, so you get more of it, the investment itself represents higher demand, and can create efficiencies. And lower taxes also increase what people can buy, increasing demand.
