I think that you are now counsel to the Board, because I think that you got it just about correct, in fewer words that my typical disclaimer. . .that I have never offered legal advice to anyone on the Board, and that no one should rely in any way on anything I say by way of fact, opinion, etc. That being said, I agree with a prior poster that we should not set up ourselves for expectations regarding insider purchasers. While I am sure that it will happen, it is in my view far less important than contract announcements at this point.

Look for Form 4 filings sometime in the coming days/weeks. The Insider buying window is anytime between 2 trading days after earnings until the beginning of the final month of the quarter. Translation: Insiders can buy starting yesterday ( Monday Nov 3 ) until the end of November '97.

PS - just because Insiders might buy at $5-7 doesn't guarantee that the stock will move up in the short term , nor does it prevent the stock from heading down. Insiders are value investors with a long term timeframe which probably doesn't match the "investment" profile of many of the short term / day traders who typically buy stocks that are already heading upwards, ie look good from a TA perspective.
