1 - No, it means no such thing. The pimps exercise violent control in the context of it being illegal, and I would submit largely because prostitution is illegal.

2 - Even if it did mean that, it wouldn't be a good argument for prostitution being illegal. You should have to show that making it illegal makes things better in order to criminalize it (and not just microscopically better, but clearly better to a large enough extent to justify the infringement on individual freedom).
