All the Constitution says about that sort of bill is that it has to pass both the House and the Senate. Exactly what the procedure is is not detailed.

The House and Senate each pass their own version of a bill and then they do amendments to satisfy both parties.

Read the Constitution, thats not how it should work. Even doing it as the original bill anything that steps outside of the budget, such as raising the federal deficiet requires 60 votes, not 51.


Really...how do you explain the Rs passing tax cuts through reconcilation?
