Sometimes I almost think that would be an improvement. But I'd have to admit it wouldn't be, as much as actions by congress are more likely to be negative than positive, we can't do without any action by them ever. Part of the reason is that big government expansion (and large deficits) are built in to the current situation if we don't change something; but even if the reverse was true, not being able to pass any law ever would eventually cause all sorts of problems. If the reverse was true, I could get behind a 70 vote rule.
