Blanket statement

No more than "Another problem with some regulations is that if they work very well then they can appear to be worthless."

(Actually neither of them are blanket statements because neither is stated to apply to all cases)

But the real point is you have to look at the worst regulations not the best. Get rid of the worst tenth, and then reevaluate. "Regulations A, B, and C, are good, and save lives", is not a defense of existing regulations X, Y, and Z, let alone adding thousands more new regulations.
