I don't think children are a factor in determining marriage. Not directly in determining whether or not a specific relationship is a marriage but they are the reason for the cultural institution in the first place, and the primary reason for societal and government support of and recognition of it. Up to the beginning of the 20th century, marriage was not the norm. Income tax laws were changed to encourage marriage. The reason: to get men off the streets particularly in the Wild Wild West. Children had little to do with it. In fact, children back then were treated like a commodity.
