there are also reasons for a shortage of docs in an area. One of the biggest such reason are dislocations caused by government fee fixing.

On the Great Plains we see another. It is common for smaller communities to raise money to offer a scholarship of shorts to medical school. They will pay for school for a student on the condition they agree to practice in that specific geographic area. It is not uncommon for doctors to try to escape their previous commitments.
