Outright fraud can justify repudiation of contracts (but it would normally then be tied up in courts for awhile). Just "not conforming to standards", if there was no fraud and Fannie and Freddie accepted it anyway, doesn't. As much as I would like fewer tax payer dollars to be involved, repudiation of contracts requires some very serious justification.
