"Tim Fowler is hardly a liberal", would imply no to the question of "is Tim Fowler a liberal".

The point here is not the use of "hardly", but the question being asked and answered.

"It was hardly just Christianity", implies (or you might even say directly states) that it wasn't Christianity and nothing but Christianity, but it doesn't state or imply that Christianity did not play an important role. In fact it would seem to at least mildly imply that Christianity did play a role (without saying anything as to how important that role was).
