Just a few as a start

Yes, that would work. Add:

eliminating or simplifying redundant regulation by local, state and fed health authorities, get rid of or shrink by 90% regulators like the Joint Commission (JCAH). Reconsider the concept of "first dollar coverage" - which is almost the same as "first loaf of bread coverage". Promote high deductible policies along with Med savings accounts. Establish "pre-existing condition coverage riders" to policies. And so on.

I bet that if we can get the government to step back, we could have a system which - based on our world leadership position to begin with - could leave our friends with their high tax (and questionable quality) systems way behind.

For years now, I hear that UK is developing a private medicine system in parallel with their NHS - due to widespread dissatisfaction. Even the Mother of all collectivist solution - Russia - is busy developing an extensive non-governmental private healthcare system.
