Hmmmm.

Add in a few:

1) Too clueless or ignorant. Stated differently - someone taught them Keynes and they never questioned it. To be more generous, the last six or seven administrations have donned the mantle of Keynesianism - "We are all Keynesians now." - But never put it into practice. The penny spent on a rainy day was supposed to be saved on a sunny one - in advance.

2) Quoting Churchill: 'Americans can always be counted upon to do the right thing - after they have tried all of the wrong ones.' Stated differently and as someone else suggested, we haven't yet had our faces pushed into the dog poop, but we are about to.
