No, that is not what the C.B.O. analysis says.

(And, we have previously gone round and round over this exact same RHETORICAL ground. But the FACT of the matter is that C.B.O. is STATUTORILY BOUND to ASSUME the existing facts of reality. he laws AS THEY ARE on the books today, and AS THEY ARE STATUTORILY TO BE because of the WAY THEY ARE WRITTEN. The EXACT LANGUAGE OF THE LAWS AS IT EXISTS today.)

And, in C.B.O.'s analysis, they are FORBIDDEN to make ASSUMPTIONS of a different reality. They MUST USE the status quo.
