Obama absolutely did campaign on bipartisanship. However, that's clearly not in the cards, because the GOP has become increasingly hardened against anything this administration does, whether or not Obama wants to implement something the GOP themselves proposed in previous years. As such, bipartisanship is a non-starter.

Politically speaking, Obama's and the Dems' best play now is to ditch the attempts at bipartisanship and go for broke on their agenda. They do that in a show of strength and they'll maintain power in Nov'10. If they take the bait the GOP is handing them and keep seeking bipartisanship, which leads to never passing any legislation, they'll lose power.

It's really that simple. The GOP plan to get back to power is counting on this. Let's see if the Dems go for it.
