Its very unlikely that 24 million additional people will be insured if the Senate bill passes, its even less likely that it will lead in a net reduction of 24 million involuntarily uninsured.

You continue to post unsubstantiated conjecture. The CBO says that the bill would insured 31M additional people.

If 7.5 to 8% are the problem, why make policy for the whole based on that 7.5%, why not focus on the 7.5% and try to change things for them without causing problems for everyone else.

That IS what they are doing to some extent...i suspect however that it is impossible to make policy for a segment of the population strictly without the entire country pitching in. I am sure this is quite complex.
