False teachers are not sinning against individuals so they are not the subject of that verse. When you look at the verses that specifically deal with false teachers in the Church you find that they are roundly condemned and the people are warned to stay away from them. "Watch out for false prophets. They come to you in sheep's clothing, but inwardly they are ferocious wolves." "And I will keep on doing what I am doing in order to cut the ground from under those who want an opportunity to be considered equal with us in the things they boast about. 13For such men are false apostles, deceitful workmen, masquerading as apostles of Christ. 14And no wonder, for Satan himself masquerades as an angel of light. 15It is not surprising, then, if his servants masquerade as servants of righteousness. Their end will be what their actions deserve."
