That's not enough. Must have stronger teeth - like, make it a criminal offence. Forbid docs who take out Mass license from leaving the state for a... number of years. THAT may help! THAT will sure solve the access problem!

The average family group plan in Massachusetts is already over $20K per year. I wonder what effect a dearth of doctors would have.
