Right.

and what attracted my curiosity was the use for the word "bankrupt".

Most folks don't consider sovereign nations (particularly world leading ones that can print their own currency and raise their own revenues) to be technically "bankruptable" in exactly the same sense that private business which can do neither of these things can be.
