Oil independence means we consume what we produce.

In a global market, we consume what everyone produces, including us. This includes oil from SA, Kuwait, Mexico, Russia, et al. If we produce more, we send more oil onto the global market. Just like we do today.

The only way to establish "oil independence" would be to produce as much as we consume and pass a law restricting oil companies from exporting oil. Neither of which is going to happen.
