It's always "better" not to insist on outrageous numbers. The 47 million, among other things, contains 10 million who are not Americans. So "47 million Americans uninsured" is just so conspicuously wrong that credibility is instantly shot and backs are instantly up.

Whether the difference between 47 million and 30 million is "better" from the perspective of acceptability is a discussion you can never get to if you start with such an obviously bogus number. It just exacerbates the polarization.

As for "technically," increasing the problem by a third isn't just a rounding error.
