It was projected to cost $500B by the CBO. That's half of what today's health bill is projected to cost. So it was still significant. But you are right about people caring. I don't remember the US having a big debate about it like we have now on health care. It was altogether a less emotional process than today's healthcare debate.

I wonder if it would have been a more emotional debate had the Dems accused the GOP of trying to pass the greatest expansion of a socialist program since Social Security and Medicare were created? The GOP calling today's bill socialism is working to stir up the mob. So if it works today, maybe it would have worked back then against Bush.
