It appears that the diffusion taking place in the market, similar to Toffler's predictions surrounding fragmentation and shaking loose of legacy regimes (in your case, central or top-down authority) that you noted requires an arsenal of solutions in wait that might be invoked individually, ad hoc, to meet point solutions - solutions that themselves may only be fleeting. ------
