Planning with any level of detail for five, ten, twenty year horizons is untenable, due to the third modulator of upredictability. All you can do is war-room games akin to what-ifs and mind blasting about contingencies that might be able to address the unknowns that will surely unfold. It appears that the diffusion taking place in the market, similar to Toffler's predictions surrounding fragmentation and shaking loose of legacy regimes (in your case, central or top-down authority) that you noted requires an arsenal of solutions in wait that might be invoked individually, ad hoc, to meet point solutions - solutions that themselves may only be fleeting.
