Even if it were true is would not lead to your assertion that additional births are a net positive to society.

On point: Births can be a benefit to society. Whether they are is strongly dependent on the parents and society's ability to provide the services that the parents need to raise successful children.

By recognising that citizenship is a privilege rather than a right having an assigned value to it might discourage the people who are negative net producers from inflicting more disruptive citizens on society. Presumably to suckle from the teat of society one would have to be a citizen.
