Correct as Ontario doesn't have the huge number of illegal / non tax paying residents.

Perhaps Ontario has a much larger Tax revenue system than California. Yes.. One reason why I suggested the BNN link.. Greene asked if Americans would ever lose their allergy to taxes (not in those exact words) and there was discussion of a VAT :O)

They bite the bullet, and reform stuff like their political contribution process, or they will be screwed.. IMO
