Oil and natural gas and nuclear power and other sources of energy are good substitutes (except oil is much better for lubrication, and for now much better for powering cars).

They should all be in the same category of food. Since they all produce a net positive return for the country, "tomatoes and oranges" work better for the analogy than "Ben and Jerry's", unless your using taste rather than health effect to equal "provides a benefit".
