Private insurance companies that essentially operate under government direction.

Technically (except the parts that will actually be run by the government) its not socialism, its corporatism (the economic idea usually connected to fascism, but I hesitate to use "fascism" since its not well connected to the other aspects of that term). Its government seizing control, without government seizing ownership.
