CORBA is an "entitlement" though... and reconciliation was used to secure the last CORBA measure's passage. I'm still not sure what you main point really is though. I mean it's not like the rules for reconciliation - (writ in the 1970s I believe and then later tightened up a bit more by Senator Byrd) - say anything like "not for entitlements", 'cause they don't. How the rules are written is they say what reconciliation is for (for reconciling budgets) more then what they are 'not for'....
