CORBA is an "entitlement" though... and reconciliation was used to secure the last CORBA measure's passage.

I'm still not sure what you main point really is though. I mean it's not like the rules for reconciliation - (writ in the 1970s I believe and then later tightened up a bit more by Senator Byrd) - say anything like "not for entitlements", 'cause they don't. How the rules are written is they say what reconciliation is *for* (for reconciling budgets) more then what they are 'not for'....
