including Bush pushing his tax cuts through. Was that a 'violation of the rules' too?

No that directly fits in with the concept of reconciliation, in terms of "the rules".

And also is less objectionable since a change in the tax rate is a common nearly every administration occurrence (and sometimes multiple times within an administration, not a serious change in the powers and responsibilities of government.
