That's not entirely accurate; there has even been some action, mostly at state and regional levels, to mitigate it, but under the guise of climate change.
Somebody in the admin has been planning. They are making many of the right moves, but such baby steps. For example, Cash for Clunkers improved mileage by 60%, but it wasn't many cars.

Or heck--up your way people will be just be running stills for transportation use and probably accept some Mendocino Gold as currency.

Or you can recharge your favorite electric car off your waterfall.
