But you have to look at why most insurance companies started structuring that way--because of the regulation under which they operate, the same regulatory thinking that went into the pending legislation. They used to offer choice in benefit packages. So, I say this is nitpicking. We can have plans that stratify on the basis of services or some that do so on how much they reimburse...one way or the other somebody is going to bitch...it's become fashionable it seems. Al
