Absolutely correct! (And a little-know fact that a lot of people misinterpret. Monopolies, per se, are not made illegal, it's the misuse of Monopoly Power in the markets that is proscribed and sanctioned.)

And how would you get around that?

Have more then one government governing the same area? (Would they just conflict with each other?)
