Hugh, the point is that the CBO has to make these assumptions for the purpose of simplicity. Otherwise there would be no limit to the number of variables that have to be considered for the purposes of projecting the future.

The CBO's projections can serve as a starting point for discussion, but anyone with any sense whatsoever can tell that the starting point is based on optimistic assumptions.

One of those assumptions, in addition to what I've already mentioned so far, is the notion that changes in the law and public policy won't have an adverse effect on the businesses they regulate. It is simply assumed that those businesses (e.g. health insurance) will simply cover the extra costs and operate exactly the same as before.

These are the assumptions that need to be called out before evaluating whether the CBO projections are actually worth believing.
