I thought it was clear from the context that we were talking about public schools.

That may be clear but what that means may not be. In the US Public schools are paid for by taxes. In England Private Schools are paid for taxes. In each instance the opposite is paid for by individually assessed tuition.

Which of these Canadians use I cannot say.
