How can Apple be a 3G designer, developer, producer and retailer when they don't have a licence from Qualcomm [according to the list of licensees in Qualcomm's website]? <ceding first to market advantage to Apple with its internally developed processor enabling its 3G iPhone. >

The answer is presumably in the same way that Nokia was able to produce devices without a licence from Qualcomm.

Hopefully it's not in the same way that Broadcom was able to produce things without a licence from Qualcomm.
