Its precisely correct. If the bill says spending in program X will be cut by $Y dollars than the CBO scoring will count those $Y dollars in savings. Its not only true, it probably should be true, I'm not sure we want the CBO to second guess congress on such statements. Doing so would probably be too political for their mission.

But even though the CBO is properly doing their job by not considering that other bills are likely to restore the spending, in their analysis of this bill, it still means the CBO scoring is a very incomplete picture of reality.
