Tim, I think you posted this privately to me, and I lost it.

At any rate, what is described can and does happen. People don't necessarily end up with a net benefit when transitioning off welfare. Nevertheless, they should get themselves off, or be pushed off when practical. At least, this is my opinion.

There are plenty of reasons to reject the reform effort. That it might trigger what you describe, tho, is not a good one.
