"Bless me Father, for I have sinned" is the phrase Catholics are taught to use as an introductory line when they enter the privacy of the Confessional Booth to ask for forgiveness of their sins which they are supposed to detail... There are, of course, extenuating circumstances when an open confession is heard by a priest. I don't think nun's are allowed to bless anyone in an official capacity. But they do lots of self blessing throughout a day.
