When they are in a country of 300+ million other people the vast majority of whom know English (and with English being understood by most Canadians, and with English as the most common 2nd language in the world), that's probably a pretty accurate assessment and doesn't indicate ignorance, even if many of the other points do.

Not that having another language isn't useful for Americans, even very useful for some, but its not necessary or even close to it, for the vast majority of Americans.
