But look at it this way. The proponents would have been pretty stupid not to have taken advantage of every opportunity to come in with a good score.

Unless you believe a good score doesn't reflect a good reality, then that's a very good thing. Dollar for dollar, probably not. But I WANT them to manipulate the bill to cut the deficit.
