Well, the courts have pretty much let the Congress make their own rules as far as process and procedure, which is fine by me. The thing is, you can't use it sometimes, then bitch about it when the other side uses it. Process and procedure is not the same thing as passing a law without a vote. You don't know what you are talking about when you say the Republicans used it. Because, as I understand they never used it to pass a law! There is a difference in a vote on procedure, budget, and law.
