I believe that the intent is to have the entire House vote on this 2-for-1 bill - the Senate version + the amendments being negotiated. That is what I've read and heard. Obviously, a yes vote is a vote for the health bill together with the changes.

There are some Demos who want to protect themselves from the unscrupulous who will try to separate the two. These unscrupulous opponents want to later claim that the Demos voted for crummy parts of the bill (like the Nebraska gift), although those Demos are clearly opposed it.

But the unscrupulous are also clever, and have now muddied the waters with the 'unconstitutional' crap. Even though they are now backing away from that rhetoric, the well has been poisoned. The majority of Americans don't pay close enough attention, and people only remember the negative, so the unscrupulous have accomplished their mission - lies, confusion, and protecting corporations instead of individuals.
