Using federal funds to develop private contractor companies was the key mistake. The real problem is that the CIA, over the years, has turned into "the Post Office does Intel work." To make it even worse, they stovepipe it to HQ and keep it to themselves. They knew at least 3 of the 911 terrorists were in the country and never told the FBI. Not that the FBI would have done much with it. In the meantime, you have friendly foreign nationals walking around in countries like Afghanistan, picking up valuable info our local Military would love to have. So they figure out of way to get it from them.
