I bet that will work like SS and be "first dollar." That will mean they can get the tax from retired people's interest income regardless of what they make. You are living on SS and get 4K a year in interest income. No tax now. But in the future, you will pay $150/160 a year.

If it does, the roofs will come off in the retirement communities.
