(I mean... if THAT ain't clear enough then you are probably dealing either with someone who ain't a native speaker of English... or else someone who is just fibbing if they claim to not understand the phrase.) And anyway... he never said that he "didn't understand"! What he has been doing is running around and saying that there never was any answer given. Which is total and complete malarkey.
