That's American arrogance and a chief reason we are disliked in so many places

What nonsense. I've done a lot of foreign travel and I have never been anywhere where Americans were disliked. People dislike you because you are a drunken moron...not because of your nationality.

It's been said that knowing 400 words in any language is all that is "necessary" to get along. So why go beyond that???

Going beyond that is useful, and for many interesting.

Going even to that is not necessary.

Your arguing as if you are under the impression that "not necessary", means "not a good idea", "not useful" or something along those lines, but it doesn't even mean "not important".

All sorts of useful, interesting, even important things are not necessary. Learning a foreign language is one of those things for most Americans. Recognizing that fact isn't ignorant, and it isn't arrogant, its just being able to see the reality of that situation.

Which does not suggest that it wouldn't be a good thing if more Americans could speak one or more additional languages, but lots of good things are not necessary.
