It might be a good idea for HK to let Shanghai win a number of these "biggest" titles. Several reasons -

> There has been a project to bring up the profile of Shanghai for a LONG time.
> Beijing seems to be more comfortable with Shanghai because it is closer to Beijing
> Many Shanghai people are currently in power.
> Continued visible leadership by HK may lead to the Mandatory Mandarin Drones taking a swipe at HK.

Let Shanghai have the lead on certain things, certain 'capitialist' excesses - and when the pendulum swings, Shanghai can lead with the crackdown.
